A | 四季度是定全年、保全局的关键期。　　东洲区上下坚定信心，鼓足干劲，加大力度，冲刺决胜，力争在建项目再提速、新建项目再加力、投资统计再做实、项目储备再增量，全力以赴做好四季度各项工作，确保圆满完成全年目标任务。　　日前，在东洲区全面振兴新突破三年行动招商引资工作专班项目集中签约仪式上，7家企业代表与东洲区、抚顺高新区签约。这既是对全区招商引资阶段性成果的集中展示，更是政商双向奔赴、合作共赢的良好开端。

B | 　　自10月份启动招商引资工作专班以来，东洲区形成上下联动的招商合力，“走出去，请进来”工作行动如火如荼，围绕清洁能源、农产品、节能环保、化工和精细化工、高端冶金新材料、装备制造、自然资源、煤矸石综合利用、工业滤材，以及冰雪文旅、闲置资产盘活、央地合作等重点产业集群和重点领域开展产业链精准招商。

D | 　　东洲区持续强化“项目为王”理念，全力抓好重大产业项目建设。深化“项目管家”制度，强化项目包保责任制，切实帮助企业解决项目建设中的困难和问题。全力推进抚顺石化大乙烯扩能改造、2024年燃气改造、东环公路附属工程、兴科威冷喷油项目以及高新区基础设施建设等14个重大项目四季度开工建设，为完成全年投资目标打好基础。此外，东洲区超期部署2025年一季度项目建设工作。2025年一季度，东洲区计划新开工项目11个，总投资34.5亿元。　　园区是振兴突破的主战场，其承载能力决定企业能飞多高多远。抚顺高新区持续完善园区配套基础设施，现已建成“一区五园”格局。其中，一区为抚顺石化公司建成区，主要承载石油化工产业；五园分别是张甸工业园区、碾盘工业园区、兰山工业园区、海新工业园区。园区修建道路26公里，工业蒸汽管线28公里、公共管廊9公里。今年以来，抚顺高新区持续推进热电联产、高端精细化学品产业基地一期基础设施工程等配套基础设施建设，持续提升园区承载力。　　抚顺高新区紧盯固投任务指标，坚定贯彻落实“项目管家”和“企业秘书”制度，集中力量实现应统尽统，全力推进重大项目全面开工建设。全力协调石化公司、东北化销、燃料油销售公司增加园区原料供给量，保障企业原料需求，增产增效；积极寻求解决园区企业生产要素价格过高的办法，多措并举降低园区企业蒸汽、电力等生产要素价格，增进企业生产信心，加快把园区建设成为高质量发展的主引擎。　　下一步，东洲区将深入研究、准确把握国家政策方向和资金投向，抢抓政策机遇“窗口期”，全力以赴争项目、争资金，下好明年一季度项目谋划“先手棋”，切实筑牢东洲经济发展坚实支撑。责任编辑：李丹。
